Cyprus Permanent Residency by Investment
Permanent residence in an EU member state through a qualifying investment. This is a residence program, not a citizenship program.

Led by a Regulated Canadian Immigration Consultant
Cyprus offers qualifying non-EU investors an expedited permanent-residence solution built around a minimum qualifying investment of EUR 300,000 plus VAT where applicable. It suits families who want a stable Mediterranean residence base inside an EU member state. It is granted under Regulation 6(2) and gives you the right to reside in Cyprus. It does not give you a Cyprus or EU passport, and we are clear about that from the first conversation.

The program
About Cyprus permanent residency by investment
Cyprus grants an immigration permit to qualifying investors under Regulation 6(2) of the Aliens and Immigration Regulations. It is administered by the Civil Registry and Migration Department of the Ministry of Interior. The route is often described as the fast-track permanent residence permit because it is assessed against a defined set of investment and income criteria rather than through the ordinary residence process.
Cyprus offers expedited permanent residence under Regulation 6(2), not direct citizenship. A qualifying investment of at least EUR 300,000 plus VAT where applicable is generally required, together with secured annual income.
Two points matter more than any other on this page. The first is that Cyprus ended its citizenship-by-investment program in 2020. Nothing in the current framework buys a Cypriot or EU passport. The second is that the status you receive is a permanent-residence status in Cyprus specifically. It is a durable base rather than a permit you renew every one or two years, and it holds for as long as you keep meeting the program's conditions.
What the program asks of you in return is that the qualifying investment stays in place and that you continue to show secured annual income from outside Cyprus for your family size. Those are ongoing obligations, not one-time tests at the application stage.

Benefits
Why clients choose Cyprus permanent residency
Permanent-residence status in Cyprus, subject to continued compliance, rather than a cycle of short-term residence renewals.
A long-term residence base in an EU member state.
Four qualifying investment categories under Regulation 6(2), so you are not limited to residential property.
The ability to include qualifying family members under the applicable dependant rules.
A defined, criteria-based assessment, which is why the route is commonly called the fast-track permit.

Is it for you
Who Cyprus permanent residency suits
This route is best for third-country nationals who want a Cyprus residence base and who are willing to make and maintain the qualifying EUR 300,000 investment alongside the required income.
Main applicant
- A national of a country outside the EU seeking a long-term residence base in Cyprus.
- Able to make the qualifying investment and keep it in place for as long as the permit depends on it.
- Able to show secured annual income, sourced from outside Cyprus, at the level set for your family size.
- Able to document the lawful source and full transfer path of the investment funds.
- Able to provide clean criminal record certificates and legalised civil-status documents.
Family members who can be included
Qualifying family members may be included under the current dependant rules, and approved family members receive their own residence documentation. Under the rules in force, parents and parents-in-law are not eligible dependants. Ages, dependency tests and the treatment of adult children are set by the current criteria, and we confirm exactly who in your family qualifies during your assessment.
Not the right fit
This program is not the right fit if you are looking for an EU passport or for citizenship in a fixed number of years. It is a permanent-residence program. It is also not the right fit if you want a permit that lets you take up employment across the European Union, because the status applies to Cyprus.

Outcome
What you receive
Status and documents
Permanent residence status in Cyprus under the qualifying investor residence framework, subject to approval and continuing compliance, together with residence documentation and cards for approved qualifying family members under the current rules.
Travel
The permit gives you the right to reside in Cyprus. To be plain about it, Cyprus is an EU member state but is not a full member of the Schengen Area yet, so this permit does not carry Schengen travel rights and we do not present it as a European travel document. Travel rules are set by the countries you visit and can change. We confirm the current position with you before you commit to the program rather than quote a visa-free figure that may not hold.
Living, working and studying
A long-term right to reside in Cyprus, subject to the program's maintenance and compliance requirements, rather than repeated short-term renewals. This is an investor residence permit, so we confirm what it does and does not allow in terms of employment in Cyprus before you apply.
Family
Approved qualifying family members hold Cyprus residence documentation alongside you, under the program's current dependant rules.
Financial and business
Four qualifying investment categories are recognised rather than residential property alone, which lets you match the investment to how you already hold assets. Investment performance is never guaranteed and is a separate decision from the immigration outcome. Property purchases require independent title, VAT, planning, developer and conveyancing due diligence.
Tax considerations
Holding Cyprus permanent residence is not the same thing as becoming a Cyprus tax resident, and the two are assessed on different tests. Tax treatment depends on your personal circumstances and where you are tax resident. We refer you to qualified tax advisors before you commit.
Path to permanent residence or citizenship
Permanent residence is the outcome of this program, granted at approval rather than earned later. Citizenship is a separate matter. It is available only through ordinary naturalisation, on its own statutory requirements, and it does not follow from the investment. Cyprus closed its citizenship-by-investment program in 2020.
Before you apply
What to know before you apply
- Permanent residence does not automatically confer Cyprus citizenship, and it does not confer unrestricted rights to work or reside elsewhere in the European Union.
- Cyprus is not a full member of the Schengen Area yet, so the permit should not be relied on for travel across Europe.
- The investment and secured-income requirements must continue to be satisfied as required. This is an ongoing condition of holding the permit, not a one-time test.
- Property purchases require independent title, VAT, planning, developer and conveyancing due diligence.
- This is a residence program. It is not an EU passport program, and any presentation of it as one is inaccurate.
- The investment carries ordinary investment risk. Immigration approval and investment performance are separate outcomes.
