Dominica's Citizenship by Investment Programme has been operating since 1993. It offers a straightforward choice between a contribution to the Economic Diversification Fund and an investment in government-approved real estate. The program suits families who want direct citizenship through an established due-diligence framework, and who are prepared for the extensive vetting that framework involves.

The program

About the Dominica Citizenship by Investment Programme

Dominica offers citizenship through the Economic Diversification Fund, known as the EDF, or through approved real estate. Those are the two qualifying routes, and you choose one of them at the start of your file.

The programme is administered by the Citizenship by Investment Unit, the CBIU, and has been running since 1993. That length of operation matters. It means the due-diligence framework and the government's own processing have been through decades of refinement, and it is one of the main reasons families compare Dominica against newer Caribbean options.

The EDF route is a non-refundable contribution to the government. Nothing is returned to you, and there is no asset to manage or sell afterwards. The real-estate route puts your capital into a government-approved project instead, and it carries mandatory holding rules that you must plan around before you buy.

Applications are filed through the programme's official channel rather than directly by the applicant, and Canreach Global manages that filing for you. Every applicant goes through extensive due diligence, and an interview forms part of the process under current rules. Approval is a government decision and is never automatic.

Is it for you

Who the Dominica Citizenship by Investment Programme suits

This route suits clients who want direct Caribbean citizenship, who are comfortable choosing between a contribution route and an approved real-estate route, and who can satisfy extensive due diligence.

Main applicant

  • Seeking direct citizenship rather than a residence permit that must be renewed.
  • Able to fund either the EDF contribution or an approved real-estate purchase, alongside the applicable government, due-diligence and processing fees.
  • Able to document the lawful source and full path of the investment funds.
  • Able to provide police clearances, civil records, financial evidence and medical documents.
  • Prepared to complete the mandatory interview and due-diligence steps under current rules.

Family members who can be included

Qualifying dependants include

The EDF route has a stated contribution for the main applicant plus up to three qualifying dependants. We confirm exactly who in your family qualifies, and what that adds to the total, during your assessment.

  • Spouse of the main applicant.
  • Children under 18.
  • Financially dependent children aged 18 to 30 enrolled full time in a recognised higher education institution.
  • Unmarried daughters under 25 who are living with and fully supported by the main applicant.
  • Adult children with qualifying physical or mental disabilities who are fully supported by their parents.
  • Parents or grandparents aged 65 and above who live with and are fully supported by the main applicant.

Not the right fit

This program is not the right fit if you cannot document the source of your funds to a forensic standard, or if you are not prepared for extensive due diligence and an interview. It is also not the right fit if you want your capital returned, because the EDF contribution is non-refundable.

Outcome

What you receive

Status and documents

Dominican citizenship through the EDF contribution or an approved real-estate investment, subject to approval. You receive a Certificate of Naturalisation, and you may then apply for a Dominican passport once the passport formalities are complete.

Travel

A Dominican passport is used for international travel in the ordinary way. Visa-free and visa-on-arrival travel privileges are based on information available as of September 2026 and are subject to change. They are controlled by the countries you travel to, we confirm the current position with you before you commit to the program, and we never present travel access as a guarantee.

Living, working and studying

Full citizenship rights in Dominica, including the right to live, work and study in the country.

Family

Your spouse, qualifying children, and parents or grandparents aged 65 and above who live with and are fully supported by you may be included under current dependant rules, so your family can hold the same status you do. The full list of qualifying dependants is set out above.

Financial and business

The ability to hold multiple citizenships under Dominica's framework. If you take the real-estate route, you hold an approved asset with mandatory holding rules attached. Investment performance is never guaranteed, and it is a separate question from the immigration outcome.

Tax considerations

Dominica offers a favourable tax environment, including no wealth, inheritance or capital gains taxes under its general tax framework. However, an individual's tax obligations depend on tax residency, income sources and personal circumstances. We refer you to qualified tax advisors before you commit.

Before you apply

What to know before you apply

  • Visa-free and visa-on-arrival travel privileges are based on information available as of September 2026 and are subject to change. They are controlled by other countries and are not part of what the program itself grants you.
  • Tax outcomes depend on your actual residence, domicile, source of income and other jurisdictions. Citizenship on its own is not tax advice.
  • Approved real estate carries mandatory holding rules. If you choose that route, you are committing the asset for the required period, not just the purchase price.
  • Government, due-diligence and processing fees are quoted individually rather than published, because they move with your route and your family composition.
  • Approval is a government decision that follows extensive due diligence. It is never guaranteed, and it cannot be accelerated by paying more.

Step by step

How the application works

  1. Pre-screening

We complete your KYC and source-of-funds pre-screening and open your file.

  2. Choose your route

You decide between the EDF contribution and an approved real-estate investment.

  3. Assemble the file

We collect your civil records, police clearances, financial evidence and medical documents.

  4. Submission

Your application is submitted along with the due-diligence and processing fees.

  5. Due diligence and interview

You complete the mandatory interview and due-diligence steps under current rules.

  6. Approval in principle

The government issues its approval in principle.

  7. Fund the investment

You pay the EDF contribution or complete the approved real-estate investment, along with the applicable fees.

  8. Citizenship and passport

You receive your Certificate of Naturalisation and apply for your Dominican passport.

The estimated processing period is 3 to 6 months. That is an indicative timeframe only: processing times vary depending on government due diligence, application completeness and individual circumstances. We confirm a realistic timeline with you at the assessment stage and keep you updated as your file moves.

Preparation

Documents and our pre-filing review

Documents we help you prepare

Passport; birth and marriage records; police certificates; medical forms; photographs; bank and source-of-funds evidence; professional and business records; and property documents if you take the real-estate route.

Our pre-filing review

Before anything is filed we work through: nationality and residence history, family composition, criminal history, sanctions and politically exposed person screening, source and path of funds, tax advice, investment and project due diligence, translations and legalisation, current government fees, and holding and exit rules.

Questions

Dominica citizenship by investment questions, answered

How much does Dominica citizenship by investment cost?
The Economic Diversification Fund route is USD 200,000 for a main applicant, or USD 250,000 for a main applicant plus up to three qualifying dependants. The approved real-estate route starts at USD 200,000. Government, due-diligence and processing fees are additional and are quoted to you individually, and professional fees are quoted separately.
What is the difference between the EDF and the real-estate route?
The EDF contribution is a non-refundable payment to the government, with nothing to hold or sell afterwards. The real-estate route puts the same minimum of USD 200,000 into a government-approved project, and the property is generally held for three years, or five years if it is resold to another citizenship-by-investment applicant.
Can I include my family?
Qualifying dependants include your spouse, children under 18, financially dependent children aged 18 to 30 enrolled full time in a recognised higher education institution, unmarried daughters under 25 who live with and are fully supported by you, adult children with qualifying physical or mental disabilities who are fully supported by their parents, and parents or grandparents aged 65 and above who live with and are fully supported by you. The EDF figure of USD 250,000 covers a main applicant plus up to three qualifying dependants. We confirm your family's position during the assessment.
Do I get a Dominican passport?
You become eligible to obtain one. Citizenship comes first, through approval and completion of your chosen route, and the passport follows once the citizenship and passport formalities are complete.
Where can I travel on a Dominican passport?
Visa-free and visa-on-arrival travel privileges are based on information available as of September 2026 and are subject to change. They are set by each destination country, so we confirm the current position with you before you commit, rather than publishing a figure that may be out of date by the time you apply.
How long does the process take?
The estimated processing period is 3 to 6 months. We publish that as an indicative timeframe, because processing times vary depending on government due diligence, application completeness and individual circumstances.
Do I have to live in Dominica?
As a citizen you have the right to live, work and study in Dominica. Any physical presence expectations connected to the application itself are confirmed case by case at your assessment.
How long has the program been running?
Since 1993, which makes it one of the longer-established citizenship-by-investment frameworks in the Caribbean.
