Saint Lucia's Citizenship by Investment Programme gives qualifying applicants a direct route to citizenship through a process regulated by the government of Saint Lucia. The National Economic Fund route currently starts at USD 240,000 under the applicable family schedule, which makes it a clear entry point for families who want a second nationality and greater international flexibility. Government-approved real estate and National Action government bonds are the approved alternatives.

The program

About the Saint Lucia Citizenship by Investment Programme

Saint Lucia operates a Citizenship by Investment Programme administered by the Citizenship by Investment Unit, the CIU. Applicants who are approved and who complete a qualifying contribution or investment become citizens of Saint Lucia and are then eligible to obtain a Saint Lucian passport.

The National Economic Fund contribution currently starts at USD 240,000 under the applicable family schedule. Government-approved real estate and National Action government bonds are the approved alternatives, and the routes open to you at any given time are set by the current program rules rather than by the market. We confirm which options are approved on the day you decide, not from an older schedule.

The structure of the program is what makes it straightforward. There is no requirement to first accumulate years of residence before the citizenship decision, subject to the program's due-diligence and approval process. You are assessed, approved in principle, and only then asked to complete the qualifying contribution or investment.

Straightforward is not the same as quick. The current estimated processing period is 9 to 12 months, which is at the longer end of the Caribbean programmes we work with. We would rather you plan around that figure from the start than be told a shorter one and have to wait anyway.

Applications are submitted through authorised channels and agents, and government due diligence applies to every applicant. That scrutiny is part of the value of the program. A regulated process with enhanced vetting is what keeps a citizenship worth holding, and it is why we prepare your file to a filing standard before anything is submitted.

Benefits

Why clients choose the Saint Lucia programme

  1. Direct citizenship following government approval and completion of the qualifying option, rather than a temporary residence permit.

  2. Eligibility to obtain a Saint Lucian passport once citizenship and passport formalities are completed.

  3. A broad family definition, so one approved application can cover a wider household than most comparable programmes, including qualifying parents, grandparents and unmarried siblings.

  4. A choice among three qualifying routes under the current program, subject to CIU approval and current regulations.

  5. No requirement to first accumulate years of residence before the citizenship decision, subject to the program's due-diligence and approval process.

  6. A second citizenship can provide an additional country of residence and a long-term family planning option.

Is it for you

Who the Saint Lucia programme suits

This route suits applicants who want direct Caribbean citizenship through a government-regulated process, who can accommodate a 9 to 12 month estimated timeframe, and who are willing to undergo enhanced due diligence.

Main applicant

  • Seeking citizenship itself, not a residence permit that may lead to citizenship later.
  • Prepared for enhanced due diligence, including criminal, sanctions and source-of-funds screening.
  • Able to document the lawful source and full path of the funds used for the contribution or investment.
  • Able to provide legalised civil records, police certificates and financial and medical documents for each applicant.
  • Comfortable applying through an authorised agent, which the program requires.

Family members who can be included

Eligible dependants include

The sibling provision is worth reading twice, because few comparable programmes offer it. Where an unmarried brother or sister under 18 forms part of your household, Saint Lucia allows them to be included in the same application, subject to parental or guardian consent. For families who have taken in a younger sibling, that single provision can decide which programme fits.

Adding family members changes the qualifying amount and the government fees, so we price your application on your actual family composition during the assessment, and we confirm each dependant's eligibility against the current rules before anything is filed.

  • Spouse of the main applicant.
  • Children under 21.
  • Financially dependent adult children under 30.
  • Parents or grandparents aged 55 and above who live with and are fully supported by the main applicant.
  • Unmarried siblings under 18, subject to parental or guardian consent.

Not the right fit

This program is not the right fit if you are not prepared for enhanced due diligence and full financial disclosure, or if your plan depends on a fixed list of visa-free destinations. Travel privileges are set by destination countries and can change, so they cannot be treated as a permanent feature of the program.

Investment

Approximate investment and costs

Qualifying routes

National Economic Fund
from USD 240,000 under the current schedule.
Government-approved real estate
from USD 300,000, with a five-year holding period.
National Action government bonds
from USD 300,000, with a five-year holding period. This route also carries an additional USD 50,000 government administration fee. That amount belongs to the bond route itself and forms part of what the route costs, so budget for it alongside the USD 300,000 rather than treating it as a separate government charge.
Minimum amounts, holding periods and resale rules are set by the current program and confirmed with you before you choose.

Other costs to budget for

Government fees, which vary with the size of your family. We quote these to you individually rather than publish them here.
Due-diligence fees, charged per applicant by the government and quoted individually.
Processing fees payable with the application, quoted individually.
Authorised agent fees.
Canreach professional fees, quoted separately after your assessment.

Outcome

What you receive

Status and documents

Citizenship of Saint Lucia after approval and completion of the qualifying investment or contribution, followed by a Saint Lucian passport once citizenship and passport formalities are completed.

Travel

A Saint Lucian passport is a travel document like any other, and the access it carries is decided by the countries you wish to visit. Visa-free and visa-on-arrival travel privileges are based on information available as of September 2026 and are subject to change. We confirm the current position with you before you commit to the program, and we do not present any visa-free access as guaranteed or permanent.

Living, working and studying

Citizenship gives you a further country you can live in, which is why many clients treat it as a long-term option rather than an immediate move.

Family

Qualifying family members can be included in the application under the dependant definitions set out above, including a spouse, children under 21, financially dependent adult children under 30, qualifying parents and grandparents aged 55 and above, and unmarried siblings under 18. Approved dependants hold the same status you do.

Financial and business

A choice among three current qualifying options, subject to CIU approval and current regulations. Where you choose real estate or the bond route rather than a contribution, immigration approval and investment performance remain separate outcomes, and neither is guaranteed. Both investment routes carry a five-year holding period, so the capital is committed for that term.

Tax considerations

A second citizenship does not by itself determine where you are taxed. Tax treatment depends on your personal circumstances and where you are tax resident. We refer you to qualified tax advisors before you commit.

Before you apply

What to know before you apply

  • Plan around the timeframe. The current estimate is 9 to 12 months, published as an indicative timeframe and subject to government due diligence, documentation completeness and individual circumstances. If your plan depends on holding a second passport sooner than that, tell us at the assessment and we will show you the alternatives.
  • Visa-free and visa-on-arrival travel privileges are based on information available as of September 2026 and are subject to change. Travel privileges are determined by destination countries. No visa-free access can be guaranteed, by us or by anyone else, and we will not build your plan around a list that another government can revise.
  • The investment routes commit your capital. Government-approved real estate and National Action government bonds both carry a five-year holding period, and the bond route carries an additional USD 50,000 government administration fee as part of its cost structure.
  • Only investments currently approved by the CIU, and applications made through authorised channels, should be used. Canreach Global places you in a current approved option through an authorised agent, which protects both your money and your application.
  • Citizenship remains subject to due diligence and government approval. Approval is never automatic, and no adviser can commit the government to an outcome.

Step by step

How the application works

  1. Screening first

We complete KYC, sanctions, criminal and source-of-funds screening before anything else.

  2. Choose your route

We confirm a current approved option with you and calculate all family and government fees.

  3. Engage an authorised agent

The program requires it, and we coordinate the engagement for you.

  4. Assemble the file

Legalised civil records, police certificates, financial and source-of-funds records, and medical documents.

  5. Submission

The agent submits your application together with the due-diligence fees.

  6. Due diligence

You complete any interview or additional due diligence the CIU requests.

  7. Invest after approval in principle

Only once your application is approved in principle do you make the qualifying contribution or investment.

  8. Citizenship and passport

You receive the citizenship certificate and then apply for the passport.

The estimated processing period is 9 to 12 months. We publish that as an indicative timeframe, subject to government due diligence, documentation completeness and individual circumstances, and it describes the government stage rather than the weeks you and we spend assembling the file beforehand. Saint Lucia sits at the longer end of the Caribbean programmes we work with, so we set that expectation at the assessment and keep you updated as your file moves.

Preparation

Documents and our pre-filing review

Documents we help you prepare

Passports; birth and marriage records; police certificates; photographs; medical documents; address and employment evidence; bank and source-of-funds records; and the authorised agent's forms. Where you include parents, grandparents or siblings, we also prepare the evidence of dependency, shared household and consent that those categories require.

Our pre-filing review

Before anything is filed we work through: nationality and residence history, family composition, criminal history, sanctions and politically exposed person screening, source and path of funds, tax advice, investment and project due diligence, translations and legalisation, current government fees, and holding and exit rules.

Questions

Saint Lucia citizenship questions, answered

How much does Saint Lucia citizenship by investment cost?
The National Economic Fund route currently starts at USD 240,000 under the applicable family schedule. Government-approved real estate starts at USD 300,000, and National Action government bonds start at USD 300,000 plus a USD 50,000 government administration fee attached to that route. Government, due-diligence and processing fees are additional, vary with your family size, and are quoted to you individually. Professional fees are quoted separately. We confirm current figures before you commit.
How long does the Saint Lucia application take?
The estimated processing period is 9 to 12 months. That is an indicative timeframe, subject to government due diligence, documentation completeness and individual circumstances. It is at the longer end of the Caribbean programmes, and we would rather you hear that now than later.
Do I have to live in Saint Lucia first?
No. There is no requirement to first accumulate years of residence before the citizenship decision, subject to the program's due-diligence and approval process.
Do I get a Saint Lucian passport?
You become eligible for one. Citizenship comes first, after approval and completion of the qualifying option, and the passport follows once the citizenship and passport formalities are completed.
Which countries can I travel to visa-free with a Saint Lucian passport?
Visa-free and visa-on-arrival travel privileges are based on information available as of September 2026 and are subject to change. Because destination countries set their own rules, we do not publish a fixed list or a count. We confirm the current position for the destinations that matter to you before you commit.
Can my family be included?
Yes. Eligible dependants include your spouse, children under 21, financially dependent adult children under 30, parents or grandparents aged 55 and above who live with and are fully supported by you, and unmarried siblings under 18 with parental or guardian consent. Because dependants affect both the qualifying amount and the fees, we confirm exactly who in your family qualifies during your assessment.
Can I include a younger brother or sister?
Saint Lucia allows unmarried siblings under 18 to be included, subject to parental or guardian consent. It is an unusual provision among Caribbean programmes, and for households that include a younger sibling it is often the reason this program fits where another does not. The consent and dependency evidence has to be right, so we work through it with you before filing.
When do I pay the investment?
After approval in principle. The qualifying contribution or investment is made once your application has cleared due diligence and been approved in principle, not before.
Can my application be refused?
Yes. Citizenship remains subject to due diligence and government approval. Our pre-filing review exists to find the problems in a file before the government does.
